Quarter past is straightforward; quarter to is where the difficulty lives. Reading forwards from the hour is natural, but quarter to five means counting backwards from a number the hour hand has not reached yet — and the hour hand is now sitting nearly at the five, which makes it look like the answer. These sheets mix quarter past and quarter to throughout rather than teaching them in separate blocks, because the two only become secure once a child has to decide which one they are looking at.

Clock faces at quarter past, half past and quarter to the hour, mixed on the same sheets, with the hour hand always drawn in its true position. Why is it called quarter past?
Because the minute hand has traveled a quarter of the way round the clock face — fifteen minutes out of sixty. Connecting it to fractions explicitly helps, since a child who has met quarters of a shape can see the same idea on a clock face.
Why do children find quarter to harder than quarter past?
Two reasons at once. It requires counting backwards to the coming hour, and the hour hand is close to that coming number, so the visual pulls the wrong way. Asking which number the short hand has already passed is the reliable check, and it works at every position round the clock.
Is quarter to five the same as 4:45?
Yes. Quarter to five means fifteen minutes before five o'clock, which is forty-five minutes past four. Practicing both forms side by side is worthwhile, because children who only learn the spoken form often cannot set a digital alarm to match it.
When should quarter past and quarter to be taught?
As an editorial guide, around ages 6 to 8, after whole hours and half hours are secure. It usually comes just before reading to five-minute intervals, which builds on the same clock-face positions.
